Gpu usage drops.

My laptop has been having random gpu usage drops from 99% to 50% to 60% causing fps drops and sometimes to 0% causing the game to freeze for a second. Sometimes it hangs hangs at 70%-80% for a few minutes. If the cpu isnt a bottleneck isn't the gpu supposed to be pegged at 100%. But the cpu usage is around 40-60%. It doesn't seem like a overheating issue because the temps are stable. This issue didn't used to happen but it started a month ago and it's been getting worse. Re-installing drivers didn't help. Any ideas

I5 2430m
Intel hd 3000
4gb ram

You haven't mentioned which game you are playing. Some games are CPU intensive.

It is happening in all of them. Including gta 3 which i guess any computer can run
