graphic issue after installing new hard drive

greeting everyone, today i came with a problem with my PC. it was working very well and when i finished my work tuned it off. moment later when turned it on PC freeze at main board Logo and did not boot. there was no beep code and after i changed boot option to CD Rom , noticed the hard drive is not detected.
i tested my hard disk in another PC and same problem.
So i found out that hard disk is damaged somehow.

Now I replaced the damaged h.d.d with new formatted hard disk, so I should install new OS. but when windows setup files finished and Windows installation start, something weird happens with screen. Please check this screenshot

does my GPU is death too? if yes, how windows logo and mainboard's logo appears. Please help me with this, thanks.

P.S. my BIOS is been reset too.
