It has been some time since playing HL2. I'm not sure you can make it use the mouse, as the mouse controls where you are looking in the car (even though you don't need to look around) So unless there is a mod or other kind of program to use. I don't think so. It is just a unfortunate downside of HL2 a lot of people disliked the vehicle controls and they never changed it
