Do you ever go for years without a specific bit of software, then use it for a few months, and go absolutely freakin' bonkers when it's gone?
I had occasion to use a Mac App Store application called BetterSnapTool for quite a while, and found it to be vastly superior to the Aero Snap y'all love or hate. Anyway, now that I'm back on Win7, I've done some searching, and found a few alternatives that didn't come very close to the mark, but there must be more out there I'm missing.
The features I miss the most (in priority order) are:
Configurable snap hot spots that snap windows to a configurable position and size (not just preset options like halves, corners, thirds... you can make the windows any size you like, and have them snap anywhere)
Sensible multi-monitor support (ideally, separately configurable snap areas per display, since I have displays in landscape and portrait)
Per-application snap settings (long, skinny windows for text editor, for example)
I know I'm unlikely to find everything I'm looking for in one program, but is there anything out there (including built-in config options I might be missing) that would get me most of the way there?

I haven't tried the program but it seems to cover much of what you're looking for. I ran across this when looking for something else and bookmarked it to look at later.

Thanks scr. I gave that one a go, but unfortunately it seems to be focused on remembering window positions per application, without providing any sort of additional snap functionality.

Check out Display Fusion. This is a multimonitor management program that has a screen snapping function that restores full screen snapping to each monitor. (I haven't actually used it, yet.)
Also check out Divvy. The free trial version seems to have no expiration and works just fine for me. Divvy divides your screen into multiple windows based on a grid. (I haven't used this one on multiple monitors yet.)

Note that when saving custom positions using the hotkey-z method, the size and position info is saved as percentage of the desktop workspace. Changing to another screen res. with roughly the same aspect ratio just hitting the hotkey again should reposition to roughly the same area.
It's just a hotkey window mover. But I find it simpler than grid type apps I tried. All that code to watch and change the screen while you are dragging just makes it more complicated.
