The system has been shut down

Try starting the computer in the last known good configuration. For this, restart the computer and tap F8. You will see the Advanced Boot options menu. Use the arrow keys to select Last Known Good Configuration, then press ENTER. Then use the arrow keys to highlight an operating system, and then press ENTER. If you are able to boot without the error, it means a newly added driver or missing files are causing the problem.

If that doesnt work, start your computer in safe mode.

You'll need to selectively disable and reenable drivers and services one by one after that to isolate the culprit. You can do it from the MSCONFIG window.
