Help needed, Windows 7, No programs open as admin, and other issues...

Hello so basically i have a few issues and things i have tried haven't worked.

- Firstly; No programs on my windows 7 PC run as admin, none at all.
- When trying to create a new user, Control Panel kinda freezes with the loading icon next to the mouse.
- Same thing happens when trying to access UAC (User Access Control)

So things ive tried;
- Virus/Malware scans (no threats found)
- AVG Clean up
- Startup repair

A few notes to take into consideration;
- My account is the only account on this PC.
- I am an adminstrator on this account
- I have no clue what so ever will be causing this

Any tips, tricks or ideas to find a solution, the whole running programs as administrator is probably the most key for me. Thanks in advance

What does happens when you double click on a program or right click and select Open?

Now I'm really confused. You said

and now you say opens fine.

Do they or don't they run.
