Power cut on a laptop? Whats the battery in the laptop for? Anyways, how were you restoring to factory- via the recovery partition or via boot disks? If factory partition, try tapping the function key you used to launch recovery. If recovery disks, then just boot from the first disk again.

In normal situations running startup repair from a win7 dvd or a system repair disk should take care of the problem, but since you were running factory recovery that may not work. No harm in giving it a shot though.
