need help installing windows 7 on dell latitiude 3190 laptop

I've tried to modify my win 7 installation to get it to run on uefi or bios. the bios says it doesn't support win 7 and 8.1 if i try to use legacy option ROM. unless i change the win 7 iso to windows 10, which lets me install windows 7 but it still doesn't work. windows 7 just doesn't even start the boot animation, it just hangs on start. i'm wondering if its possible to replace the win 7 boot with win 10. ive tried using win7updater and i might try using integrate7 as well on the same iso. specs are all the same.

another issue is that when i split the wim file into swm on win7updater, i doesnt let me create an iso with the swm files. which i think i need so that i can boot on fat32.

if someone could give me a guide or link me to another program that can help i'd appreiciate it.

Edit: uefi seven doesnt work it just hangs on windows is loading files, idk if i have to use the backported basic video display adapter

one thing i forgot to mention is that i used rufus gpt and flashboot pro (even patching the iso with vga compatible loader) and neither one has worked. i think its uefi class 3 and i dont think this bios has csm. the most it lets you do is boot with bios but it doesnt support win 7 for some reason. i tried using the instructions from here. the only solution i think might work is to replace the windows 7 startup with windows 10's so it doesnt freeze up and tries to run. ive also tried following from here https://www.dell.com/community/en/c...ding-windows-problem/67af55c52ade4f5067443f65 but i havent been able to find anything that might work. if anyone could get it to work on bios or uefi, please let me know
