Hi computer stuck on startup

Hi there
My computer has been a right pain recently, every time I shut it down I have to start it up 3 times each time after system restore its fine, but now its it crashes even on the screen it comes up with the startup the screen gives me a shade of red with a bar and underneith it says "Windows 7".
I keep making a noise like somethings shutting down then starting up again then shutting down.
just now I stripped my computer to switch the USBs around but its connected to the motherboard and I don't want to risk touching the motherboard.
The reason I was going to try this in the first place was because it keeps getting stuck on "SATA 1" and I looked it up so run out of ideas now.
Any ideas?

Hi DoomFlood and welcome to the Forum.
Can you tell if the "noise" that you hear is coming from the hard drive because it seems as if the HD is failing or worse still has actually failed. How old is you PC? Have you got all your data backed up?
