Solved hidden thumbnails

I was talking to a friend about comp and stuff and he said that windows now stores a copy of all the pics u have on your comp what you look at and dl and even though u delete them they still stay in the windows system.
I am not on about the files left on the comp when you delete some thing but a deliberate program in windows.
Is this true ?
If so where is it and how can i see whats on it ?
From what i understand it is something to do with law enforcement and microsoft working together.

I think it is false. Never heard about a program like it.

But thumbnails are another story: windows create a file as a cache with all the thumbnails of picture you have in a folder, to give you a preview of them. Nothing about law enforcement.
