High Memory Usage

My 17 year old daughter built this desktop about 2 years ago. She thinks she has a problem with RAM.
I think she has too much junk running. Can anyone steer us in the right direction to analyze her performance?
I have attached a snapshot of her Task Manager.

Any help would be appreciated.

There's nothing unusual about RAM in that pic. She has 16 GB of RAM, more than enough for 99% of users. Most of it cached. Looks normal.

Post a pic of processes tab sorted by CPU usage.

Post a pic of Resource Monitor memory tab sorted by working set.

Post a pic of startup tab of msconfig.

Has she run Disk Cleanup or any anti-virus/anti-malware scans?

All fans PWM; speeds at idle: CPU circa 500 rpm; intake circa 600 rpm; exhaust circa 600 rpm; CPU temps 27 idle and 47 C load in a warm room (27 C/81 F) when running Intel Extreme Tuning Utility stress test.

The Task Manager display does not look good at all. Either the system is under very heavy use or there is a memory leak. The value for Cached is high (normally a good thing) but available memory is only 767 MB of 16 GB and that is not good. And the handles value of 638948 is very high. Also the commit charge is virtually at the limit. Wen need to see the process list to see what is happening.

Could be a lot of junkware. Please do what was suggested above, and then I recommend doing this to get a feel for what is going on with the system:
