I just bought a new HP Windows Home Premium 64bit HP PC and am migrating over (slowly) from an older XP machine. I have set up 3 user accounts, two of them standard, and would like two of the accounts (only) to share some of the same data files. For example, I use Picasa for photo storage and I would like to share one folder with pictures between me (admin account) and my wife (standard account). The third standard account (Guest) I would like to not have access to these folders. Same with our password folder (which contains just one file).
What is the best way to set up accounts and folders to accomplish this?

I don't quite understand, Richard, as the tutorial (to me) is quite complicated. It seems to relate to sharing folders on different PCs on a network. I'm interested in sharing folders between two accounts (only) on one computer. I am a little new to all this "permissions", etc. Can you help a bit more? Thank you!

You would do it the same way as explained in the tutorial.
You go to the properties of the folder that you want to share. Go to security and choose who to give use to. You will have a choice of various accounts.

Select a folder and get started. When you have a problem, I or another member will tell you the next step

It looks hard, but will not be once you get started.
To summarize
Pick any folder, etc. just right click and go to properties, then security tab on top then just pick the users

Sorry for the wrong tutorial, at first. Glad that I was finally able to help. Come back any time, with questions or just to learn and have fun.
