Solved How do I force add 'Touch Keyboard' to toolbar?

Hey all, I recently acquired an eMachines ER1402 media computer and I am in need of some help with it. I am a heavy Google user and a full-time IT Technician so you can talk to me as technical as you wish! :)

With touch screen devices, Windows 7 would usually show a 'Touch Keyboard' toolbar icon. Is there a way to force this toolbar icon to appear even when a touch screen/multi-touch device is not plugged in? Any help greatly appreciated!
