How do I move files from C disc after reinstalling 7

I reinstalled windows 7 pro from an original disc. I now have all of my files from the previous install on Local Disc C. How do I move them to their proper location. When I open documents, library etc. they are all empty.
Is there a program or tool that can help with this?

Just go to the folder for your docs and right click, add to library. You can have multiple locations show in each library location. No reason to move any files from their original location, the library is just for shortcuts to the folders.
