How do I set up desktop?

My elderly neighbor uses Windows7 on his computer. However, his desktop shows a blank colored screen (normal), but with a toolbar along the top of his screen with his normal desktop icons listed side-by-side in the toolbar (similar to how Yahoo Toolbar might look once online). His desktop icons aren't occupying any of the real estate on his desktop like all other computers I've seen. I can't drag the icons, or right click them to create desktop shortcuts.

My friend wants his desktop to have these icons like most other computers do, that he can drag, create, arrange, etc. as the rest of the world does!

What's wrong, and how can I help him fix this circumstance? Thanks for allowing me to help my old friend.

I would say that the toolbar is actually a good thing. This way his icons do not get scrambled every 5 minutes. Most people who know the system do not keep icons on the desktop. A toolbar is a much better place.

But if he absolutely insists, go to the Program files and Program files x86 and find the program .exes of those programs and make a shortcut to the desktop (with Send To Desktop).

If you don't want to crawl thru the program files, you can also do it from All Programs. But make sure you get the program and not the folder or the uninstaller.
