How do I turn on windows defender on in windows 8?

I have a HP envy 4 touchsmart ultrabook. I have tried absolutely everything. Every time I go to try to fix the settings on it, I get a message saying it is not monitoring my computer.

Normally it would be best to ask Windows 8 questions at our sister site Eight Forums instead for better support.

Do you have a 3rd party AV program installed?

If you do, then it would have most likely disabled Windows Defender since the other program will be used instead.
