More or less. It is just that the terms don't always mean what you might think. I won't go into the details. There are utilities that can change these to arbitrary values and applications can do this as well. Once changed there is no way to recover the original date.
Be aware that from Vista on Windows does not update the Last Accessed datestamp. This was done for performance reasons.
