How to activate 2nd partition on a IDE drive.

So here's my problem y'all.

I've connected my old IDE drive via Unitek Adapter.
The drive has 2 partitions but I can only access 1 of them. The other one is marked as inactive, and the
"activate it" option is not available in disk management . I also tried Partition Wizard, it doesn't work.
So my question is, does anybody know how to access/activate it?

If the HDD is from a brand/OEM computer it may have the Factory Restore files on it and can't be accessed/changed. But I use GPARTED to delete such partitions when cleaning a drive for re-use.
