How to Arrange External Hard Drive Security Options?

Some files in my external drive has a lock symbol near them, some don't.
Why is this happening?

I am using Microsoft Sync and recently I had to use "Run as Administrator" for it because some files were "access denied".
(I am using the drive in different operating systems in different partitions).

Should I run Sync in administrator mode, or regular?
How should I arrange the security for the drive?
Should I add users or everyone?
(now it is creator owner, system, administrators and me -I am administrator and only user-).

I got confused because before I didn't need to use the administrator mode for syncing and I don't want it to cause problems when syncing, not to miss any files.

I am looking for some advice.

(When I try to give myself -username-pc/username- full control, after that it still returns to not full control, no permissions for the drive are inherited )

Try right clicking on the padlocked folder --> Share with... --> Homegroup (read/write).

That's what removed the padlock icon from all my folders, and full sharing without access problems..

A LOWLY LAPTOP!
Try right clicking on the padlocked folder --> Share with... --> Homegroup (read/write).

Unfortunately, I am in a homegroup, and I don't want to share that drive with the homegroup.
