How to change task bar transparency and color?

How do I get to this screen? I have gone through the control panel to appearance and personalization, and have gone through everything there but still cannot get this screen. Im just trying to change the color and transparency of the task bar. Thanks

You have to be using an aero theme, then window color at the bottom.
