You may want to read this tweak guide. It is for ATI cards. It is a bit old (2009) but the info still applies for all ATI settings. It is very detailed and helpful.

I used the "autotune" setting. It took ages to run and did increase various settings.
In the Gaming/3D settings boxes I left everything "Use application settings"
I am no expert but, since nothing has crashed or blown up, I assume all is well.
It's only an old Radeon 4890 card and has served me well over the years.
