How to create a bootable UFD that boots to a menu?

I would like to create a bootable USB FD that boots to a menu that lists items such as Acronis, Disk Director, Sysinternals, Process Explorer, Malwarebytes Antimalware.c.

What If I:
1. formatted a 60 GB UFD to NTFS
2. downloaded programs used to maintain system performance to the UFD
3. installed the programs in separate folders on the UFD
4. created a sort cut to each app
5. placed the shortcuts in a Tools folder stored in the root directory of the UFD

How can I make an iso file of the USB FD with this content on it that can be used by Rufus to make a bootable USB FD that loads the Tools menu?

To make a disk boot able it must have a OS (operating system). To run windows programs on it, it must be Win PE.
SIW2 is the expert on it. Wait for his help.

You will need to boot an operating system in order to run any programs.

You could have several .wim files on the usb and create menu entries for each.

For example, you can have standard windows boot.wim, acronis.wim, etc

Probabaly easier to create your own bootable wim file containing the programs you need. Some programs are portable and do not need to be inside the wim file itself.

Unless you know how to do it manually, I suggest you use
Win7PE SE Release
