How to create a local account without programs and without anything on

I would like to create an local account mostly for gaming, i will run only steam on it, but i don't want any programs or anything on that account on it ? Is it possible?

Also that account not be able to do anything without administrator permission.

You can make a limited account, but I think that user will still have access to any program on that computer.

Someone correct me if I`m wrong.

How about setting up an admin account for management purposes and a standard user for the limited use - the trick is to then use parental controls to set up a white list for the limited use that contains only steam as allowed - you can also use the parental controls to limit the hours that the limited user can use the system.
