how to create a restoring point in safe mode?

the only way to recover the whole system is to make a restoring point in a safe mode.

as in the safe mode, when i enter control panel> system> system content,

I cannot find the button of system protection which could exist in the normal mode for creating the restoring point.

So how to create it in the safe mode?

By design, creating a restore point in safe mode is not supported. The whole idea of safe mode is to provide a means of starting the system when a normal boot is not possible. To make this possible only essential services and drivers are loaded.

What are you really trying to accomplish? Making a restore point in safe mode would seem pointless.
