I've heard that even if you have a password on your Windows logon screen, your computer can still be breached through Safe Mode unless you have a password there. Is this is correct, and if so, how do I go about creating a password in Safe Mode?

If you need a password to login normally you will need the same password to start in safe mode

Safe mode is no less or more secure than "normal" mode. All access restrictions hold and all passwords still apply like always. The only difference is that some drivers and programs aren't loaded at startup. There isn't an special password to safe mode at all. You simply use the same password as you do when you log in normally.
If you have a password on your account, the same applies, if you don't have one, safe mode won't have neither.

What you've heard is likely a myth. But, if someone has access to reboot the computer and restart it in safe mode, and you don't trust that person, your computer is already insecure. Not because of safe mode, but because someone untrusted has physical access.

The only accounts which can log into Safe Mode are administrator accounts. Make sure that all accounts with administrator access have satisfactory passwords. (These accounts should have satisfactory passwords anyway, whether or not you plan to go into Safe Mode.)
