How-To Disable Flashing Icons?

Hello. I would be extremely grateful if anyone could explain how to disable flashing taskbar icons. I'm an epileptic. Although the flashing icons will never cause a seizure; Using my computer causes me physical pain ever since I upgraded.

There doesn't appear to be any settings to adjust. Looked through HKEY_CURRENT_USER\CONTROL PANEL\ because I thought the GUI entries would be there. But I can't seem find anything related. Thanks for any help in advance.

I just finished the instructions and rebooted. But unfortunately I still have a problem here...

Instant Messaging services, such as IRC, etcetera, still essentially strobe on the Taskbar.
If there is truely no way to disable this feature- Maybe the Taskbar itself can be disabled somehow? (Disable. Opposed to Auto-Hide.)

From my searching, I hear that TuneUp Utilities 2010 seems to work. Though I'll keep looking and maybe someone else can jump in.
