How to disable/get rid of Application Experience & CEIP

In the last month I started noticing an invagent.dll process that is using almost 100% cpu for 300-400 seconds of kernel time every day. After a bit of investigation this is one of the Windows Application Experience tasks (there are 3 total: AitAgent, Microsoft Compatibility Appraiser, & ProgramDataUpdater).

There are also 3 Customer Experience Improvement Program tasks: Consolidator, KernelCeipTask, & UsbCeip).

There is also an Application Experience (AeLookupSvc) service (Path C:\Windows\system32\svchost.exe -k netsvcs, Manual, Processes application compatibility cache requests for applications as they are launched) although I believe this is necessary.

A little more digging has led me to believe this is part of MS's "silent" preparation for Windows 10 rollout. The invagent.dll appears to be the result of the KB3021917 update, although I haven't verified that. I see a total of 5 updates that I think deal with the Windows 10 prep: KB2990214, KB2952664, KB3022345, KB3021917 & KB3035383.

I have Opted out of participating in the CEIP program (don't ever remember opting in) in the Control Panel Action Center.

Could someone please verify that my assumptions are correct and that these are indeed the Win 10 updates.

Can I uninstall these? Will that get rid of the scheduled tasks? Will MS try to install them again and if so what is the best way to prevent this? Or do I need to just disable all the Application Experience & CEIP tasks

Note: I would prefer not to get into any discussions as to whether MS should or should not be doing this. That is not particularly productive.
