How to edit the size of title(caption) bar ??

i mean this:

i made some custom pics of caption（narrow one), import---test, but it remains the default size of 21x27.
how can i edit it

I'm not sure if that can be changed very much, I just tried testing it out with a smaller image and it just resizes back to the original so it doesn't look like you can do it.
