How to get rid of rasplap.dll notice?

I did a search and could not find an answer to my problem, which just started about a week ago.

When turning my computer off or on, I receive this "LogonUI.exe - Bad Image" notice and cannot go "off or on" until I click OK. :sarc:

Does anyone know why I might have started receiving this message and how to get rid of it?

My computer is an hp windows 7 professional laptop, processor Intel(R) Core(TM) i5-2520M CPU @ 2.50GHz
