How to hide the "customize..." link from the window of tray icons?

Hi sevenforums users,
I was wondering if it would be possible to hide the "customize..." link from the window of hidden tray icons. Do you know how to do it?

I don't know if that's possible without the Group Policy Editor, and the Group Policy Editor is only available in Windows 7 Professional and above. Even then, I don't know if the Group Policy Editor can do this.

I don't know. I did a ton of Googling on this, and I didn't see anyone talking about how to do this.

The reason I said that the Group Policy Editor would probably be needed is this seems like something an administrator would want to do. For example, at a university, a school, or at the workplace.

So, are you saying that you want absolutely no icons next to the clock? Like, not even that little arrow for hidden icons?

Or, are you saying that you don't want that link to be there that says "Customize"?

Right-click the Notification Area. Do you see that option called "Customize notification icons"? That's what I was referring to earlier. Both "Customize" and "Customize notification icons" bring you to the same control panel.

Anyway, what is it that you want to do exactly?
