Overclocking is operating some aspect of the computer outside the parameters established by the manufacturer. Thus, by definition, increasing the speed of the PCI bus would be overclocking.

To make this perfectly clear:
NO

The PCI bandwidth is controlled by the bus speed. At least that is the only parameter that you have any influence over.
