How to Install Steam on Windows 7 32 bit?

Hello everyone! (This is my first post here)

I've been trying to install Steam onto my Windows 7 x86 Acer laptop but I can't seem to get it to work; I've tried different versions but none seem to work for me. Now I know Steam is unsupported on windows 7 however I installed steam on a different laptop running Windows 7 with the normal workarounds and it works almost fine, but with this laptop I can't. I even installed steam working on Vista a week ago!
I originally used a version of Steam someone had posted that is compatible with Windows Vista, this version will give me the log in windows but nothing is actually there, just the standard steam grey. I found a newer 2023 build of steam and it gives me the same issue. A newer 2024 version actually renders the log in prompt but then errors out with code 3 in the bottom right.
I don't really know what to try anymore, I think the vista and 2023 versions would work if I could disable hardware rendering but I need steam to either log in and load or crash to disable it.

Doesn't work, just results in steamwebhelper.exe constantly crashing. It seems to be located in a folder called cef.win7x64, my system is 32 bit.
So I guess my problem is not finding a working version of steam for windows 7 (I already have that) but finding a working version of steam for windows 7 that is 32 bit.
