How do I know if my PC is running at its full speed/ performance?

If you're interested about the speed, or clock, of your CPU you can use CPU-Z (this utility also lists
the Memory Clock).
If you're interested in the GPU side of things you can use GPU-Z.

Do note that the clock speeds and voltages vary depending of the load on the system of the time.
Meaning Clock speeds will be lowered (automatically by the system) as a measure of conserving energy
or on the opposite side boost up to perform better in curtain applications (ie. 3D rendering and games).
