How to turn a partition into a windows 7 system restore disk?

I currently have a windows seven cd disk that I purchased from retail and recently I have tryed to see if i could use the data partition that came on my laptop in order to recover my pc when I tryed to launch system recovery from the bios it would just boot to windows normally. instead of trying to start up system recovery using a partition I wanna know how do i make a partition on my pc, and how do I turn that partition into a recovery partition using my purchased copy of windows 7 that would all me to be able to use that partition instead of a disk in order to reinstall windows.

if i wanted to save it externally could it be on a flash drive or would it be better to get an external hard drive I have an external hard drive but how will i boot from it? Would it be the same as booting from a flash drive.
