Try to Rebuild the Icon Cache http://www.sevenforums.com/tutorials/49819-icon-cache-rebuild.html. Try to Change the Default Program open with JPEG etc to Windows Photo Viewer. Follow this Tutorial for more help on changing the default program http://www.sevenforums.com/tutorials/12196-open-change-default-program.html. Also make sure Thumb Nail Preview is enabled follow this link for more help on it http://www.sevenforums.com/tutorials/11738-thumbnail-previews-enable-disable.html
