Then it may be security settings and you may want to go to Tools > Internet Settings > Security, the Reset all zones to default levels.

Have you scanned for malware?

When did this problem start?

The problem started soon after I purchased the laptop. I have tried going back to a point when the problem didn't exist but that didn't work.

I have scanned for malware, viruses, worms and trojans using ccleaner, malwarebytes, superantispyware, MRT and AVG. Nothing is found.

I have tried running the machine in safe mode. It still did not work. The only thing that comes close to working is lowering the security settings and resetting IE8. But, again, that only works until I restart the machine. And it when it is working it still doesn't allow for some popup windows. A new tab or a new instance of IE8 will appear but the page is blank.

Then all I can offer is to reset your security settings as indicated above.

Since you have tried and exhausted all the the help and possibility's given I would suggest you back up all your data & files and do a fresh install.
