I need to disable greyed out service, logged in as admin. rpc.portmap

Running Server 2008 R2, have a system vulnerability scanner that flags on rpc.portmap service, so I would like to disable it.

Problem is the RPC Endpoint Mapper and the Remote Procedure Call service are both greyed out so I can't disable them. I don't know why, most of the other services are not greyed out and I can stop/start/disable them to my hearts content.

I am logged in as a full administrator. Any reason why I wouldn't have rights to just a few services?

If you disable RPC you will have network problems at a minimum.

Those two services in particular are of special importance in Windows, as they support not only basic networking architecture (such as named pipes) but a number of other local services that run on top of RPC. Disabling it will possibly seriously cripple Windows, that's why they can't be stopped or disabled.

Note that this service had/has actually a number of vulnerabilities successfully exploited by viruses (notably, the infamous blaster), but many have since then been patched. So instead of simply trying to disable them, try installing the latests Windows updates. And to tighten your security, make sure that port 135 is firewalled off, at the bare minimum no incoming connections should be allowed.
