(that is an L instead of an I in the name)
The file icacls.exe is an system tool that will do a lot. I suggest that you look in your windows\system32 directory
and type
icacls.exe /? to get the help file on the program,
There is always the possibility that some program is trying to change access permissions to files/directories.
I assume that you have a good Anti-Virus program like malwarebytes
available for free at malwarebytes.org

What AV program are you using? You can also try and install MSE:
Microsoft Security Essentials - Free Antivirus for Windows
If you choose to use MSE then uninstall your other anti-virus program, as conflicts can occur between two real-time anti-virus protection programs running on the same computer.
A full scan with MSE or Malwarebytes would be a good starting point also.
