Icon changes look varying on thumbnail size?

Most times, the thumbnail icon of an executable file can change varying on the size of the thumbnail. For an example, look at the photo below.

So how would I correctly make an icon that will correctly display whether the thumbnail be small or big? More or likely, will fit all the thumbnail displayed throughout the organization button?

The thumbnail/icon changes based on size because the designer of the icon used different images to make those different sized icons. An icon is a collection of images bundled in a package, allows different icons based on size and color that is available for display.

as logicearth said an icon file (.ico) is a strange bird containing several sized images of the same icon. w7 use them from 16x16 pixels up to 256x256 pixels and display them according to where it is shown. In your example hold the CTRL down and scroll your mouse wheel back and forth to see changes.
