Icons missing in file open/save window

As shown in the screenshot.

I tried running a SFC scan but it doesn't work ("Windows Resource Protection could not start the repair service").

Reset icons cache with the attached batch script.

I ran the batch script and restarted, no change

Open the Command Prompt as a Administrator and execute sc config trustedinstaller start=demand then execute net start trustedinstaller. Now try to run the System File Checker and see if you are still getting the "Windows Resource Protection could not start the repair service" error.

Try to execute from Safe Mode.
