IE 10 won't let you access HTTPS sites

My neighbor just recently restored his Toshiba laptop back to factory settings, the Win7 load when he first bought the laptop. After if finally got all the updates applied, he tried to access one of his banking sites and entered id and password, clicked submit and the page reloaded and cleared out id and password.

I tried to access my banking site from his laptop and got the same results.

I suppose it could be something in the IE 10 Internet Options > Security settings but I've never run into this before.

We tried to include the banking site as a Trusted Site and that worked for 1 of the 3 site he tried to get into. When we re-tried to access the banking sites after we did this step on 2 of the 3 sites, we then got "Page Could not be Displayed".

He never had to make any special changes to IE 10 before he reset the laptop to factory settings; access the sites with no issue. I have IE10 on my Win 8 machine and I've never had to include a site as a trusted site or make any other changes to the Internet Options either.

So what's different here? He loaded Chrome and had no issues getting into any of the 3 banking sites.

You shouldn't need to use Trusted site and it's fairly unpredictable anyway/ add site-Remove site because it might have a different verification site processing the requests,
When restoring to a manufacture partition All junkware will be activated and now expired what was the third party security pre-installed and was it re-registered and uninstalled properly ?
Did Clean boot have any effect ?

Well it's interesting that you mention "All junware will be activated" we had a devil of a time cleaning some of that stuff off.

I don't think he wants to do another clean install, the whole problem emanated from a clean install.

There's a big difference between a Factory install and a Fresh install.
