IE9 32 Bit Crashes Immediately

Just like the thread title says, I cannot use IE9 32 bit. Long story, short, I need to use IE9 32 bit to send encrypted military email - IE9 32 bit is the latest version supported.

IE9 64 bit works fine.
IE9 (No Add Ons) crashes on start up.
IE9 32 bit works fine in safe mode with networking - I can send and receive encrypted emails just fine.
I've tried resetting everything in IE9 to default in advanced options - still crashes.
I've tried disabling all add-ons - still crashes.

I've found several threads of people with a similar issue, but none of their fixes have fixed mine.

You might also see if turning off (uncheck) Internet Explorer in Windows Features, apply, restart PC, turn on Internet Explorer again, apply, and restart PC to see if that may be able to sort out IE9.

Shawn, no luck with turning off, restarting, turning on and then restarting again. Still crashing like a champ.

Since 32-bit IE9 works just fine in Safe Mode w/Networking, you might go through the steps in the tutorial below to troubleshoot with a clean startup to see if another program or driver may be at cause instead.

Had exactly the same problem. Resolved by updating the video drivers for the AMD Radeon HD4670 PCI express graphics card. The machine failed 32bit IE with versions 8,9, and 11. 64 bit worked fine with all versions even before the graphics card driver update. Your mileage may vary
