Solved IE9 Does not Allow Standard Users to download files

Okay so i'm having a problem with IE9 in regards to Standard Users not being able to download files from a email or any files for that matter. However, when I am using an Admin account. I am able to download files from websites. I have searched the web for a solution. I found this website: unable to download unknown files in Internet Explorer - Microsoft Community

However, the solution has not work for me. I have tried to reset IE. I have also run the sfc command, with no luck in finding a solution. If someone can please help me with this issue. if you need any further information please let me know.

The standard user are not part of a domain. The computer i'm using is a standalone

Were standard users able to download before, and it recently stopped working? If so, and very recent, a System Restore point from just before it began may fix it.

Did this occur after taking windows updates? What effect does lowering the User account control setting have on the problem? Does it correct the problem if turned down, or off?

Try the standard user using the Internet Explorer (No Add-ons) and see if that works

Hey A Guy,
thanks for taking the time to help me solve this problem. I have tried lowering the UAC, and the Internet Explorer with no add-ons. those two possible solutions however had no affect.

To answer your first question. Yes the standard users were able to download files. It was around Saturday 19 or Sunday 20 of this month when my standard user account could no longer download. When I looked into System Restore, I can see that I installed an update on the 18th. I'm now starting to think that the update on the 18th may have created this problem. I was hoping this wasn't the case. But I will restore my system to before that update. Then I will update you as to the result.

it would help if you showed the error or even did a screenshot.

"unable to download" is very vague.

However when I try to save the attachment (even when I try and change the file name) It will not complete the saving process. When I try to close the "save pop-up" box, it doesn't want to close and I have to close that tab window.

and what hjappens when you change to save as and pick the download locaiton, such as the temp folder.

so click save as (pull down menu) and in the folder box type %temp% hit enter, then save in that folder.

To answer your question A Guy, i have made a few changes in Group Policy. But nothing would explain why, all of a sudden I can no longer download files. I have also made a few changes to the Registry, but again nothing that would explain this. I don't make changes to group policy or the registry without first understanding what i'm changing. The change I made was to require the key combo of Ctrl + Alt + Del to login after start up. Also I see no reason to try it in safe mode, when I am able to download said files under an Administrative account. I did however boot in to safe mode with networking disabled, before posting my original thread. I ran a vrius scan, it came up clean. then I ran SFC, even that reported no errors. I would not be surprised if it was a windows update the has generated this issue. As it would not be the first time.

Chrysalis, I have tried your current recommendation. I'm afraid that when I click save after renaming the file. I'm getting a message from IE that the file couldn't be download.

Small suggestion. Start a new standard user account, set it up the way you want it. See if that solves the problem. If by chance it does delete the old standard user account.
