The issue if the Always ask before opening this type of file box is unchecked.
If I understand correctly... what I would do to reset a file, in this case csv, opening preference is....
Right click on a csv >Open With>Choose Default program> either check or uncheck the listed choice

Not what I am thinking. I believe that Excel is already the default to open .csv files, as it is on my system. You can confirm this:
Start> In search box type Default programs> Enter> Associate a file type or protocol with a program> Scroll down to .csv> See if it is associated with Excel
I believe it is, the problem is that the choice to always ask is not checked, and we have no way of getting the dialog open to check that. A Guy
