Image's saved in different format

Hi All,
I have Windows 7 Premium 64 bit....I create clipart and usually save it as a PSD or PSP (Photo Shop), (Paint Shop Pro), image. When I try to open open it I am not able to because the file type changed to... #$# File (.#$#). I have had this problem since I purchased the computer a couple years ago.
Sometimes I can locate the file..right click...click on rename then delete the #$# file and change it to PSD or PSP. Sometimes I cant.
Why is my computer doing this? I am adding a screenprint of the file type.

generally, images on webpage can be easily saved as its original format using the default windows image save tool.Maybe I m not clear about what really matter.
