Solved inactive administrator account activated but won't deactivate again

I used cmd prompt as an administrator to activate the built in administrator account
with net user administrator /active:yes
then after doing so was not able to use it as didn't know the password.
went back to the cmd prompt as an administrator again attempting to deactivate just so it won't keep showing up at login. I did this
with net user administrator /active:no
this said it was successful but it was not and still shows up at windows login with the unknown password.
windows 7 home premium

I boot to a USB flash drive to work with passwords.

You could probably use option 1.

I ended up trying option 1 as have another admin account.
hidden admin account still keeps showing as an option at login.
removed the password and it came back after next shutdown and restart.
fixed issue by using system restore.
