InfoShowTip Menu tweaking help needed

So I am trying to adjust the time it takes for the infoshowtip menu to pop up
if you dont know what it is, its the popup in this picture telling you information about the folder
I know you can adjust whether or not it appear in the registry, but I need to decrease the time it takes
any ideas?
