Install hangs up on ACER windows 8 UEFI laptop

Original drive went bad. No backups or restore available
Originally an windows 8 machine and went to 10.

Trying to install windows 7 pro 64 bit via DVD so I can get back to 10
1. In UEFI mode it will not get past the windows logo
2. in legacy mode I can get to the disk format and selection and then it starts but never gets past 0% install!

Why would you install 7 to go back to 10, It you had 10 running and it was registered all you have to do is reinstall the same version and your good to go. Microsoft will activate it again.

EDIT:
My Acer desktop that came with Windows 8 would block the installation of Windows 7. The only way around it would of been to roll back the BIOS to an earlier date.
