This is not actually IE related, as far as I can see. I just tried clicking the same link and it gave me the same error. There's a higher chance that the website just doesn't recognize IE properly due to poor coding. You can still try resetting IE, but I don't think it's going to change anything.

Have you tried accessing that link before and did it work?

EDIT: Okay, try this!

Go to the website and hit F12, then go to emulation. Under Document mode, set: 9 and change the user agent string to Internet Explorer 9.

IE will reload the page and you shouldn't get the error anymore. It's a workaround, not a fix, but that's the best I can do.

(Not sure if F12 tools will look the same to you, I'm at work on a PC running Win8.1)

Try these and see what they find,
Review Jacee’s instructions to run Adwcleaner here post #7,
Ignore the title of the thread,
http://www.sevenforums.com/system-security/316404-instant-savings-app.html
Screen shot of the download button to use for Adwcleaner
You can use these free tools to see if they find anything,
Manually Update them before running full scans,
Try not to use your computer while the scans are running, (one at a time of course).
See this tutorial on how to download and run Malwarebytes,
http://www.sevenforums.com/tutorials/338716-malwarebytes-anti-malware-free.html
Also use the Custom scan option not the Threat scan,

Please Do Not clean/ Delete or Remove Any detections before posting the scan results first before review especially Malwarebytes,
http://www.malwarebytes.org/products/malwarebytes_free
SAS is safe to remove anything it finds ;)

Are you setting BOTH document mode AND the user agent string to 9? It worked for me, the page reloaded and when I clicked on the link from your first screenshot I did not get an error.

As far as other solutions, I'm not really sure.
