Installation Crash Computer Enter Constant reboot

I am trying to install windows 7 on a Dell 3100 with 1.5gb ram 250 gb hd 2.20 ghz with an Nivdeo 8800 graphics card. I get pass the first installation but when i have to restart and it says"Updating Registry" And goes back to the Windows 7 installation screen the computer crashes and when it restarts and i try to get to boot up back windows 7 it reaches the screen that says"Starting Windows"Then restarts all over again,Any tips to fix this?
P.S Safe mode don't works either and yes the Computer is windows 7 compatible.

I formatted the Hard Drive but when am installing windows 7 the Hard Drive Crash :( I am thinking about re-installing the BIOS or update it.

I formatted the Hard Drive but when am installing windows 7 the Hard Drive Crash :( I am thinking about re-installing the BIOS or update it.

If there is an update for your bios, then install the update.

Bios updates have been known to cure many varied and assorted problems.

What do you r mean "the Hard Drive Crash"? What happens.

Updating BIOS is not going to fix this problem. Check the hard drive with the manufacturer's diagnostic tools, make sure it is not the cause of your problem.

The Hard Drive just crashed, the blue screen came up it started Physical Dump and rebooted the computer then i end up with the problem of not being able to get pass Starting Windows.

Okay, that's a BSOD, not necessarily a hard drive problem. As karlsnooks said, try the BIOS update but I would be very surprised if that fixes anything, unless it was a Windows 7/Vista specific fix.

You can also try going into Safe Mode then Device Manager and disabling some things, see if that allows you to complete the installation. You should be able to do this at the point you are at now.

Try resetting the CMOS if there is no BIOS update: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

While in BIOS setup, set SATA controller to AHCI to try install.

Unplug all other HD's and peripherals.

Where did you get Win7? If you burned ISO yourself, confirm its integrity and burn another using ImgBurn at 4x speed.

Next try writing ISO to flash stick using Ultra ISO trial version. On file tab select Open ISO or Open DVD, on Bootable tab Write Disk Image, Format, Write. Boot under HD's or USB.

If these all fail, try wiping the HD using theog's link.
 
I don't know of any easy way to determine what is causing the BSOD because you can't boot into Windows 7 to run any programs like WhoCrashed or BlueScreenViewer.

See if there are any mini-dump files in C:\Windows\Minidump. If yes copy them to a flash drive, then zip and upload here so we can look at them. See here for instructions: http://www.sevenforums.com/tutorials/93347-copy-paste-windows-recovery-console.html
